Fees

Please note that payment of required fees must be paid in full prior to receiving services.

The Conservation Authorities Act enables Conservation Authorities to charge fees for services approved by the Minister.  The fee structure for planning and compliance/regulation activities is designed to recover but not exceed the costs associated with the administration and delivery of the services within the program. 

The above noted services include permit fees, applications under the Planning Act, various responses concerning legal services, public inquiries, and technical advice/services, etc. 

In an on-going effort to ensure the fees generally reflect the complexity of the various applications and the level of effort required to administer the service, please note that a revised fee structure has recently been implemented.

1.    Standard – An application may be considered as ‘minor’ where no technical studies are required, or where only a scoped Environmental Impact Study (EIS)  forms part of the submission. 
2.    Major – Applications where one or more technical studies are required.  See Schedule C, Technical Report for applicable fees.

Schedule A Notes

  • Reviews are undertaken in accordance with the Conservation Authorities mandate and are directly related to circulation requirements associated with the Ontario Planning Act and Provincial (MMAH) “One Window” review.  Some review matters relate to agreements with various levels of government.  Section 21(1) (m) of the Conservation Authorities Act allows Conservation Authorities to charge user fees for such services. 
  • All fees are exclusive of Technical Report Review Fees (see schedule C) where fees shall be added on a per issue basis in addition to any and all fees outlined in Schedule A herein.
  • All fees are payable at the time the application is made.  All invoiced fees must be received prior to the release of written comments
  • Charges are per application.
  • Concurrent applications:  In the event of concurrent Official Plan and Zoning Amendment applications, only one fee (the highest) applies.  In the case of concurrent minor variance and site plan applications, only one fee (the highest) applies.

 


Fee Schedule B: Development, Interference with Wetlands and Alterations to Shorelines & Watercourses, Section 28 of Conservation Authorities Act

  • Permit fees are separate from Planning Fees (Schedule A) and shall be charged accordingly.
  • A Property Inquiry Fee may be deducted from a permit application fee should a COMPLETE permit application be received within one calendar year (no exceptions beyond one year).
  • All fees are payable at the time the application is made.  All invoiced fees must be received prior to the release of written comments.

Small (single dwelling) or medium scale residential (one row of townhouses or one medium rise building) development, a small commercial or industrial facility or an institutional building with a footprint smaller than 464 m2  and would include the review of data (soil data, test holes/wells, biological data, lab analysis) collected at the site.

Report Revisions 50% surcharge

1.   Technical Reports are routinely prepared in support of a site specific development application.  The reports are prepared by accredited professionals engaged in the fields of water resources engineering, hydrogeological investigation, site servicing, geotechnical engineering, environmental assessments, ecology and planning.  Such experts are familiar with professional standards and provincial and local requirements in such matters.

Fee Schedule D: Technical Advisory Services (where neither a planning or a regulatory approval is required)

Category 1 Service
Brief written response, desktop/no site visit, minor works, single residential lot, drainage works, repairs and/or maintenance (no change in location, shape or size), etc.

Hourly rate per staff

Administration    $52/hr

Technical Rate $72/hr

Professional Rate $820/hr

Category 2 Service
Written response, site visit, up to a half day of staff time.  Typically projects would include fill placement, removal and/or grading in the near shore area , new shore walls and shore protection, cribs or solid structures on the bed of the water, mechanical or chemical aquatic plan removal, drainage works, cables, pipes,  ponds.  Surface area affected less than 15 m2.
 

 

Hourly Rate

Category 3 Service
Would include written comments on larger projects typically of an industrial, commercial, institutional nature or a neighbourhood scale.  Plans would be reviewed and there would be consultation and discussion with other agencies, contractors, and/or design professionals.   Charges reflect a daily rate, but more than one day may be involved in any such a review.
